Almost at the midnight hour, Government House Leader John Hogan announced the creation of a new independent, expert panel to provide additional oversight of the Memorandum of Understanding (MOU) with Hydro-Quebec. A debate on the agreement had been taking place all week leading up to a vote last night. The panel will be led by the Consumer Advocate, and will review the MOU and progress towards Definitive Agreements, and provide advice to Cabinet. They will also provide quarterly summaries to the public and the House of Assembly. The Consumer Advocate will be provided with necessary funding to provide this oversight, and shall appoint a panel of three persons. As Chair, the Consumer Advocate shall submit a list of candidates for review and appropriate vetting. The Consumer Advocate is a statutory officer and represents the interests of customers in relation to specific hearings and applications before the Public Utilities Board.
