Originally from Fredericton, he has twenty five years of experience in the municipal sector, beginning with his tenure at the City of Fredericton, where he held various positions. Mayor Jim Parsons says It has been a challenging number of months since the unexpected passing of previous City Manager, Rodney Cumby. Parsons says Charters has been with the city since 2017 and had been acting city manager during the recruitment process. He says there were a lot of good candidates from across the country.
