Clifford Small is the Conservative Shadow Minister for Fisheries, Oceans and the Canadian Coast Guard. He says the approval process took way too long and that made the cost go up. Small says a lot of the assessment was unnecessary. He says the project would have generated an estimated $14 billion in economic activity and 22 million employment hours for Newfoundland and Labrador.
